基于改进损失补偿法的石膏矿生态补偿标准研究

Research on Ecological Compensation Standard of Gypsum Mine Based on Improved Loss Compensation Method

对生态综合损失补偿法进行研究,建立了考虑开采回收率的石膏矿采空区补偿模型,并结合彭秀丽等人的生态综合损失补偿法构建了完善的石膏矿生态补偿模型,即:“补偿费=生态破坏的补偿+对损失者的补偿+开采过程中的地质破坏与资源利用率的补偿”。并用此模型对荆门市掇刀区石膏矿复垦金进行定量分析,得出荆门市生态补偿机制补偿方式过于单一,有些内容相对来说不够科学,在生态环境资源价值损失的结论上,未很好地反馈居民机会成本损失。经综合考虑后得出相应结论,并给出了一些政策上的建议。

This article establishes a gypsum mine goaf compensation model considering the mining recovery rate,and based on the ecological comprehensive loss compensation method of Peng,et al,the author constructs a complete gypsum mine ecological compensation model,namely:"Compensation fee=compensation for ecological damage+Compensation for the losers+Compensation for geological damage and resource utilization in the mining process".Furthermore,this model has analyzed the reclamation compensation of gypsum mine in Duodao District,Jingmen City,the quantitative analysis indicates that the compensation method of the ecological compensation mechanism in Jingmen City can be further optimized,and in the original mechanism,the conclusion of ecological environment resource loss does not indicate loss of residents’opportunity cost properly.After comprehensive consideration,the article provides corresponding conclusions and equivalent policy suggestions.
