Characteristics and Trends of Outbound Investment in China’s Textile Industry During 20 Years After China’s Accession to the WTO

加入世界贸易组织(WTO)以来,我国纺织行业积极融入全球化潮流,利用国际资源的形式由“引进来”转为“走出去”,对外投资取得长足发展。特别是“一带一路”倡议的提出,一系列贸易和投资便利化措施为纺织行业开展对外投资创造了条件,经历了由规模增长到高质量发展的3个历史阶段,形成了产能跨国布局、优质资源全球合作双线并行的局面。“十三五”以来,百年变局与新冠肺炎疫情相互交织,我国纺织企业“走出去”也面临疫情持续冲击、国际市场需求疲软、全球投资环境风险上升等多重考验。研究认为,未来一段时间,纺织行业对外投资形势将更为复杂严峻,积极开拓“一带一路”沿线市场、把握“双循环”新发展格局将成为后疫情时代中国纺织企业开展对外投资的主要方向。

After China’s accession to the World Trade Organization(WTO),China’s textile and apparel industry has actively integrated into globalization.International resources have changed from “bringing in” to “going global.” And outbound investment has made great progress.Thanks to the Belt and Road Initiative,a series of trade and investment facilitation measures for the textile industry create conditions for outbound investment.After three historical stages from high-scale growth to high-quality development,a parallel situation has formed,that is an international layout of production capacity and global cooperation of high-quality resources.Since the “13th Five-year Plan” period(2016-2020),in the face of the major changes and the pandemic both unseen in a century,the “going global” plan of China’s textile enterprises face multiple challenges such as the continuous impact of the pandemic,softening global consumption demand,and rising risks in the global investment environment.The study believes that in the coming period,outbound investment in the textile industry will face a more complex and severe situation.Therefore,actively exploring the markets along the “Belt and Road” Initiative and focusing on the “dual circulation”development pattern will become the main direction for Chinese textile enterprises to carry out outbound investment in the post-pandemic era.
