社会组织助推乡村振兴的新内源性路径研究——基于“妇老乡亲”服务项目的个案考察

A New Endogenous Path for Social Organizations to Promote Rural Revitalization--A Case Study of"Elderly in the Community"Service Project

社会组织在乡村振兴中扮演着重要角色,但由于社会组织自身和外部环境因素的影响,社会组织下乡面临着缺乏制度性保障、融入乡村社会困难、农民主体性缺失等问题,难以充分发挥社会组织的作用,主张“外发促内生”的新内源性发展模式对破解社会组织下乡困境具有深刻的借鉴意义。文章基于新内源性发展模式,以平山县D村“妇老乡亲”服务项目为例,分析其实践运作逻辑,进而总结概括出以下基本结论:链接契合村民需求的资源是新内源性发展模式的逻辑起点,培育乡村发展的内在动力是“外发促内生”发展模式的核心步骤,构建完善的运行机制是“外发促内生”发展模式的重要保障。

Social organizations'participation in rural development face the problems of lack of institutional guarantee,difficulty in integrating into rural society and lack of farmers'subjectivity in rural areas due to their own and external environmental factors though social organizations play an important role in rural revitalization.This makes it difficult to give full play to the role of social organizations.The new endogenous development theory,which advocates"exogenous for endogenous",has profound implications for solving the dilemma of social organizations'participation in rural development.Based on the new endogenous development theory,this paper analyzes the logic of its operation based on the example of the"community elderly"empty nesters service project in Village D of Pingshan County,and summarizes that linking resources that meet the needs of villagers is the logical starting point of the new endogenous development model.The core step of the development model of"exogenous for endogenous"is to cultivate the intrinsic motivation of rural development,and the important guarantee of the development model of"exogenous for endogenous"is to build a perfect operation mechanism.
