全面推进乡村振兴中村级微权力腐败治理探析

Exploration of Village-level Micro-power Corruption Governance in Rural Revitalization

村级微权力腐败具有损害群众利益、侵蚀党的执政根基、阻碍基层组织振兴、污染农村社会风气等危害,因此研究村级微权力腐败的治理极具现实意义。当前,部分地区村级微权力腐败问题屡禁不止的根本原因在于传统文化中糟粕成分的影响、治理体制的矛盾、法治体系的不完善和监督机制的不健全。为此,在乡村振兴背景下,要破解我国村级微权力腐败治理难题,必须从不敢腐、不能腐、不想腐的角度入手,强化干部信念、改革治理体制、推进涉农立法,形成监督合力,以“零容忍”的态度根治村级微权力腐败问题。

Corruption of micro-power at the village level is harmful to the interests of the masses,erodes the foundation of the Party's rule,hinders the revitalization of grassroots organizations,and pollutes the social climate in rural areas,so it is of great practical significance to study the governance of micro-power corruption at the village level.At present,the root causes of village micro-power corruption in some areas are the influence of traditional culture,contradiction of governance system,imperfect rule of law system and unsound supervision mechanism.Therefore,in the context of rural revitalization,to crack the problem of village-level micro-power corruption,we must start from the perspective of not daring to corrupt,not being able to corrupt and not wanting to corrupt,strengthen the beliefs of cadres,reform the governance system,promote legislation related to agriculture,and form a supervisory force to eradicate village-level micro-power corruption with a"zero tolerance"attitude.
