摘要
国资平台公司的科研项目常具有一定的技术前瞻性和政策导向性;以某建设单位工程科研项目招标实践为例,利用层次分析法构建评判矩阵并对多约束因子的方案进行综合评价,通过计算、分析指出该科研项目应优先顾及建设单位的中、近期发展战略,成果以形成行业技术标准或规范为代表;深入的理论研究成果虽可以拓展技术应用路径、深化技术发展前景,但长时效、行业竞争及可替代技术的出现等都可能构成较大的项目投入风险。
Technologies in research projects of state-owned enterprise often have attributes of forwardlooking and policy-oriented. This paper studies the preferred process of a research project of a state-owned enterprise in bidding and the analytic hierarchy process is used to study the optimization process of a stateowned enterprise research project in bidding. The calculation process includes steps such as comprehensive evaluation of the plan using Delphi method, construction of a judgment matrix, and consistency check. Results show that the scientific research project should give priority to the medium and short-term development strategies of state-owned enterprises, and the achievements are to set industry technical standards and national norms. Although theoretical research results can expand technology applications and technology development prospects, long-term timeliness, competition within the industry and the emergence of alternative technologies may all constitute the risks of the project investment.
