摘要
【目的】分析黄河流域九省区相关评价指标,研究九省区科技创新水平情况,并给出提升科技创新水平的建议。【方法】基于专利的视角,通过构建专利质量、专利数量和专利转化科技创新评价指标,以2021年黄河流域九省区相关评价指标数据为例,使用主成分分析法,对评价指标数据进行实证分析。【结果】九省区的科技创新水平各有侧重,如山东在专利质量和数量方面水平较高,但其在专利经济效益的发挥方面相对较弱,而宁夏虽然在专利质量和数量方面水平较弱,但其专利的经济效益发挥很强;综合来讲,山东、四川和宁夏的科技创新水平较高。【结论】九省区应结合自身实际情况,有针对性地选择“发力点”,如持续提升专利转化水平、加大高等院校和科研单位的研发力度等,以促进整体科技创新水平提升。
[Purposes]Analyze the relevant evaluation indicators of nine provinces in the Yellow River Basin,study the level of scientific and technological innovation in nine provinces,and give suggestions to improve the level of scientific and technological innovation.[Methods]Based on the perspective of patents,by constructing the evaluation indicators of scientific and technological innovation of patent quality,the number of patents and patent transformation;taking the relevant evaluation index data of the nine provinces of the Yellow River Basin in 2021 as an example;using the principal component analysis method,the evaluation index data is used to carry out empirical analysis.[Findings]The scientific and technological innovation level of the nine provinces has its own emphasis.For example,Shandong has a high level of patent quality and quantity,but it is relatively weak in terms of giving full play to the eco⁃nomic benefits of patents.Although Ningxia is weak in terms of patent quality and quantity,the eco⁃nomic benefits of its patents are very strong.[Conclusions]Overall,Shandong,Sichuan and Ningxia have a high level of scientific and technological innovation.Nine provinces should make targeted efforts in combination with their own actual situation,such as continuously improving the level of patent trans⁃formation and increasing the research and development of colleges and universities and scientific re⁃search institutions,so as to promote the overall level of scientific and technological innovation.
