研究型图书馆参与和推动开放科学的策略研究——欧洲研究型图书馆协会年度报告解读

Research on Strategies for Research Libraries to Participate in and Promote Open Science——Interpretation of the Annual Report of the European Research Library Association

欧洲研究型图书馆协会(LIBER)是欧洲主要的研究型图书馆协会组织,致力于帮助欧洲研究型图书馆参与和支持开放科学发展。其2019—2021年三年的年度报告核心内容包括以下三个方面:成为创新学术交流的平台,成为数字技能和服务中心,成为科研基础设施建设的合作伙伴。LIBER的行动与欧盟推动开放科学发展的趋势和做法相吻合,能够积极有效地响应欧盟出台的相关政策,并通过自身的努力影响欧盟相关政策和措施的制定与实施,不仅维护了研究型图书馆的利益,也为协调出版商、图书馆等各方利益做出了贡献。我国图书馆应借鉴国外先进经验,尽快从与图书馆传统服务联系密切的开放获取、科研数据管理、科研评价、公民科学等寻找突破口,同时发挥图书馆行业协会的作用,加强行业引领,使研究型图书馆成为开放科学重要的推动者和参与者。

The European Association of Research Libraries(LIBER) is a major research library association in Europe, committed to helping European research libraries participate in and support the development of open science. The core contents of its annual report for the three years 2019-2021 include the following three aspects: becoming a platform for innovative academic exchanges, a digital skills and service center,and a partner in scientific research infrastructure construction. LIBER’s actions are consistent with the trends and practices of the EU in promoting the development of open science. LIBER can actively and effectively respond to relevant policies issued by the EU, and influence the formulation and implementation of relevant policies and measures of the EU through its own efforts. LIBER not only protects the interests of research libraries, but also contributes to coordinating the interests of publishers, libraries and other parties. Chinese libraries should learn from foreign advanced experience, find a breakthrough from open access, scientific research data management, scientific research evaluation, citizen science,etc. closely related to traditional library services as soon as possible, play the role of library industry associations, strengthen industry guidance,and make research libraries become important promoters and participants of open science.
