Innovation Path of the New Digital Infrastructure Driving High-quality Development in Agriculture and Rural Areas

新型数字基础设施建设深化农业农村发展路径,加快培育高质量经济新增长极。当前,新型数字基础设施驱动农业农村高质量发展,还面临顶层设计不完善、通用目的技术范式不聚焦、常规基建数字转型难度大等现实困厄。立足新型数字基础设施助推、加速与优化的动力机制,从农业生产智能化、农产品流通便捷化、乡村治理数字化、环境治理智慧化创设新型数字基础设施驱动农业农村高质量发展的理论模式。为充分发挥新型数字基础设施对农业农村高质量发展的赋能效应,本文提出如下创新路径:政策机制“粘性渗入”,提供基础应用保障;信息服务“结网连片”,激活内生发展动力;经营主体“精准培育”,推动经营体系运行;治理结构“合理优化”,实现“三农”最优自治。

The construction of new digital infrastructure can further deepen the development path of agricultural and rural areas, and accelerate the cultivation of new growth poles for high-quality economy. However, at present, the high-quality development of agriculture and rural areas driven by new digital infrastructure still faces practical difficulties such as imperfect top-level design, lack of focus on general purpose technical paradigm, and difficulty in digital transformation of conventional infrastructure. Based on the dynamic mechanism of boosting, accelerating and optimizing for new digital infrastructure, the theoretical model of new digital infrastructure driving high-quality development of agriculture and rural areas is created from the aspects of intelligent agricultural production, convenient circulation of agricultural products, digital rural governance and intelligent environmental governance. In order to give full play to the enabling effect of the new digital infrastructure on the high-quality development of agriculture and rural areas, this paper proposes the following innovative path: policy mechanism "sticky infiltration" to provide basic application guarantee;"Connection" of information services to activate endogenous development impetus;"Precise cultivation" of business entities to promote the operation of the business system;The governance structure should be "reasonably optimized" to achieve the optimal autonomy of "agriculture, rural areas and farmers".
