Positive Fiscal Policy Against Economic Risks:Restore Confidence from History

积极财政政策曾三次较为成功地化解了经济风险及自然灾害等传导给经济的风险。尽管我国当前所面临的经济风险比之前的风险持续时间更长、破坏性更强、宏观调控难度更大,但积极财政政策仍然能为当前的风险注入确定性,能为市场经济主体提振信心。展望当前积极财政政策,其主基调是“加力提效”,具体而言就是要从树立全局观与整体性的调控思维、以可持续性与扩张性并举的路径提升经济景气度,以及通过优化积极财政政策工具与转变调控内容来化解当前经济风险。

The positive fiscal policy has successfully resolved the risks transmitted to the economy by economic risks and natural disasters for three times. Although the current economic risks faced by China are longer,more destructive and more difficult to macro-control than the previous ones,the positive fiscal policy can still inject certainty into the current risks and boost confidence for market economic entities. Looking forward to the current positive fiscal policy,its main keynote is“increase efforts and improve efficiency”. Specifically,it is to improve the economic prosperity by establishing the overall view and the overall regulatory thinking,taking the path of both sustainability and expansion,and resolving the current economic risks by optimizing the positive fiscal policy tools and changing the regulatory content.
