西部地区共同富裕水平测度分析

Measure analysis of common prosperity level in western region

以2015—2020年西部十二省为研究对象,构建了包含3个一级指标,17个二级指标,38个三级指标的西部地区共同富裕水平测度指标体系.运用熵权法Topsis对西部地区共同富裕水平进行测度评价,并以障碍度诊断分析为辅分析了西部地区共同富裕推进障碍.研究结果表明:2015—2020年,西部十二省共同富裕水平呈逐年上升趋势,发展势头良好,但各地发展差距明显.分析得出影响西部地区共同富裕水平的因素主要集中在基础设施建设、内生发展动力、民生事业、对外开放等问题上.并从把握新时代发展机遇、加强基建领域的提档升级、积极强化人才建设等方面对西部地区推动共同富裕进程提出了对策建议.

Taking 12 provinces in western China from 2015 to 2020 as the research object,an index system for measuring common prosperity level in western China was constructed,including 3 first-level indicators,17 second-level indicators and 38 third-level indicators.The entropy weight method Topsis is used to measure and evaluate the level of common prosperity in the western region,and the obstacles to promoting common prosperity in the western region are analyzed by the diagnostic analysis of obstacle degree.The results show that from 2015 to 2020,the common prosperity level of the twelve western provinces showed an increasing trend year by year,and the development momentum was good,but the development gap between different regions was obvious.The analysis shows that the factors affecting the level of common prosperity in the western region are mainly concentrated in infrastructure construction,endogenous development power,livelihood undertakings,opening to the outside world and other issues.Countermeasures and suggestions are put forward for the western region to promote the process of common prosperity from the aspects of grasping the development opportunities in the new era,strengthening the upgrading of documents in the field of infrastructure,and actively strengthening the construction of talents.
