公民参与地方政府购买体育公共服务的困境与优化——基于全过程人民民主视角

Dilemma and Optimization of Citizens’Participation in Local Government’s Purchase of Sports Public Service from Perspective of Whole-Process People’s Democracy

采用文献研读、实地调研、专家访谈等研究方法,依据全过程人民民主理论审视公民参与地方政府购买体育公共服务的现实困境和优化路径。研究认为:回应—协商—监督—评估构成公民参与地方政府购买体育公共服务的民主运作过程。目前,公民参与地方政府购买体育公共服务表现出“民主虚泛”的发展态势,存在需求吸纳不足,影响公民参与的民主选择;政民沟通协商不畅,制约理性共识达成;制度保障建设滞后,引发公民参与真空;公民参与监督评估羸弱,致使购买服务的动态调整失灵等现实困境。据此提出如下“民主重塑”路径:强化公共服务理念和培育现代公民,营造公民参与的社会氛围;创新沟通协商方式和渠道,缩短公民参与的社会距离;完善以程序性规则为核心的制度设计,保障公民参与具体可操作;坚持问质于民,推动监督评估与反馈调整有机衔接。

Through literature review,field research and expert interview,and based on the theory of people’s democracy in the whole process,this paper examined the difficulties and optimization path of the citizens’participation in local government’s purchase of sports public services.It was concluded that response,consultation,supervision and evaluation constituted the democratic operation process in which citizens participated in the purchase of sports public services by the local governments.At present,the citizens’participation in the local government’s purchase of sports public services showed the development trend of empty democracy,and there was insufficient demand absorption,which affected the democratic choice of the citizens’participation.Poor communication and consultation between the government and the people restricted the rational consensus.The lagging behind of the institutional guarantee construction led to the loss of citizen participation.The lack of citizen participation in supervision and evaluation led to the failure of dynamic adjustment of purchasing services and other practical difficulties.In order to remodel democracy,the concept of public service should be strengthened and modern citizens should be nurtured in order to create a social atmosphere of citizen participation.The ways and channels of communication and consultation should be innovated in order to shorten the social distance between the citizens’participation.The system design with procedural rules as the core should be ensured for the citizen participation.Asking for the people’s advice for quality and the connection between supervision,evaluation and feedback adjustment should be adhered to.
