双循环视角下工业企业创新资源配置效率研究

摘要 基于双循环视角,运用超效率DEA-Malmquist指数分析模型,对2016—2020年我国30个省(市)工业企业的创新资源配置效率及其动态演进进行研究,并用Tobit模型探索影响创新资源配置效率的因素.研究结果表明:①我国工业企业创新资源配置效率仍存在较大提升空间,企业创新资源投入结构扭曲与企业创新资源管理滞后是造成企业创新资源配置技术非有效的两大短板;②各省(市)之间的创新资源投入及配置效率存在显著差异;③国内市场与国外市场在双循环中对创新资源配置效率的影响不同. Based on the perspective of dual circulation,the super-efficiency DEA Malmquist index analysis model is used to measure the innovation resource allocation efficiency and its dynamic evolution of 30 provinces and cities in China from 2016 to 2020.And the Tobit model is used to explore the factors affecting the innovation resource allocation efficiency.The results show that there is still much room to improve the efficiency of innovation resource allocation in China’s industrial enterprises.The distortion of enterprise innovation resource investment structure and the lag of enterprise innovation resource management are the two major weaknesses that lead to the inefficient technology of innovation resource allocation in China’s enterprises.There are obvious differences in the investment and allocation efficiency of innovation resources among provinces.The impacts of domestic market and foreign market on the efficiency of innovation resource allocation are different in the dual circulation.
