种业振兴背景下种子企业与农业科技园区协同创新实证分析 被引量:2

An Empirical Analysis of Collaborative Innovation Between Seed Enterprises and Agricultural Science and Technology Parks Under the Background of Seed Industry Revitalization

摘要 本文利用2014—2018年中国31个省域相关数据,构建育种协同创新复合系统指标体系并实证分析种子企业与农业科技园区的协同创新发展水平。结果表明:(1)种子企业与农业科技园区在育种领域存在紧密关联,种子企业育种创新绩效与农业科技园区育种创新产出之间的协同配合对复合系统协同创新发展水平提高存在重要影响。(2)种子企业子系统有序度整体偏高,农业科技园区子系统有序度呈现两极分化现象,南方地区子系统有序度整体较高。(3)种子企业与农业科技园区协同创新发展总体水平较低。(4)政府对农业科技园区的扶持以及税务部门对种子企业的税收优惠政策等措施一定程度上促进了农业科技园区和种子企业的发展,也为农业科技园区与种子企业在育种方面深入合作创造了良好条件,但种子企业市场集中度不高、农业科技园区功能单一等问题一定程度上限制了种子企业与农业科技园区的协同创新发展水平。最后从育种合作激励政策、园区产业示范功能以及要素协同配合等方面对有效落实种业振兴行动方案和完善商业化育种体系建设提供对策和建议。 Based on the relevant data of 31 provinces in China from 2014 to 2018,this paper constructs a breeding collaborative innovation composite system index system and empirically analyzes the level of collaborative innovation development between seed enterprises and agricultural science and technology parks.The results showed the followings.(1)Seed enterprises and agricultural science and technology parks were closely related in the breeding field,and the synergy between seed enterprises’breeding innovation performance and agricultural science and technology parks’breeding innovation output had an important impact on the improvement of the level of collaborative innovation development of the composite system.(2)The degree of order of the subsystem of seed enterprises is on the high side as a whole,the degree of order of the subsystem of agricultural science and technology parks is polarized,and the degree of order of the subsystem in the southern region is on the high side as a whole.(3)The overall level of collaborative innovation development between seed enterprises and agricultural science and technology parks is low.(4)The government’s support for agricultural science and technology parks and preferential tax policies of tax authorities for seed enterprises have promoted the development of agricultural science and technology parks and seed enterprises to some extent,and created good conditions for the in-depth cooperation between agricultural science and technology parks and seed enterprises in breeding.However,the market concentration of seed enterprises is not high and the single function of agricultural science and technology parks has to some extent limited the level of collaborative innovation and development between seed enterprises and agricultural science and technology parks.Finally,from the aspects of incentive policy of breeding cooperation,industrial demonstration function of the park and coordination of elements,it provides countermeasures and suggestions to effectively implement the seed industry revitalization action plan and improve the construction of commercial seed breeding system.
