质量管理体系在市县两级气象部门的应用

Application of Quality Management System in Meteorological Departments at City and County Levels

气象观测质量管理体系自2017年试点,2019年全面实施,五年来我国气象观测业务已步入标准化、规范化的轨道。在地面观测自动化改革的背景下,如何避免标准实施和业务工作“两张皮”的现象,其落脚点在市县两级气象部门。通过对质量体系和观测业务四大业务流程的分析,提出相应对策,确保体系在市县两级运行的适宜性和有效性。

The meteorological observation quality management system has been piloted since 2017 and fully implemented in 2019. In the past fi ve years, the meteorological observation business in China has entered the track of standardization and normalization. In the context of ground observation automation reform, how to avoid the phenomenon of disconnection between standard implementation and business, it depends on the meteorological departments at the city and county levels. Through the analysis of the four major business processes of the quality system and the observation business, corresponding countermeasures are put forward to ensure the suitability and effectiveness of the system’s operation at the city and county levels.
