贤能爱国者治港:新时期香港管治人才选任标准与培养路径

Capable Patriots Administering Hong Kong: The Selection Criteria and Cultivation Approach of Hong Kong’s Governance Talents in the New Era

在香港由乱到治迈向由治及兴的关键时期,中央以“爱国者治港”为根本原则重整治港理念,并对治港者的政治忠诚和管治能力提出明确要求。“爱国”与“贤能”是新时期治港人才选任和培养的两项核心标准,前者是治港人才选任的首要标准和底线原则,后者则是确保爱国者能够治理好香港的必然要求和客观需要。治港制度体系的完善为选任贤能爱国人才提供了坚实保障,但当前治港人才队伍建设仍面临对国情国史认识不足、公务员国家意识和担当能力欠缺、后备人才匮乏等挑战。为此,需从加强宪法基本法与香港国安法教育、建立国情国史培训制度、推进公务员队伍建设和人才梯队建设等方面着手,建立健全治港人才长效培养机制,开创香港特区贤能爱国人才辈出的新局面。

In a new phase of the development of Hong Kong, the central government has reinforced the principle of “patriots administering Hong Kong”, and explicitly required that the elected governing team should meet the requirements of being both patriotic and competent. The loyalty to the People’s Republic of China and the capability to administer the Hong Kong Special Administrative Region(HKSAR) are the two core criteria for the selection and cultivation of the HKSAR’s governance talents in the new era. On the one hand, being patriotic is an essential criterion for the selection of the governing team. On the other hand, being competent is fundamental to ensure that the selected patriots can govern Hong Kong well. The improved governing system provides solid bases to select patriotic and capable talents for the HKSAR. However, there are still some challenges faced by the governing team, including little understanding of national conditions and history, a lack of national awareness and capacity, and insufficient talent reserve. To ensure that the governing team of Hong Kong consists of patriotic and competent talents, it is necessary to promote the education of the relevant laws, establish a training system of national affairs and Chinese history, improve the cultivation of civil servants, and strengthen the young talents team.
