我国数字经济政策制定与实施的省际差异——基于省级规划的文本量化分析

Interprovincial Difference of Digital Economy Policy Making and Implementation in China:Based on the Quantitative Analysis of the Province’s Policy Contexts

党的“二十大”指出,推动经济高质量发展,构建新发展格局是全面建设社会主义现代化国家的首要任务。数字经济是经济高质量发展的重要引擎,通过分析现阶段我国数字经济发展规划,能够从全局把握我国数字经济发展现状,明晰发展路径和优化方向。本文以23份“十四五”数字经济省级政策规划为样本,运用内容分析法,基于数字经济发展任务的视角设定分析框架,并借助软件Nvivo11对政策文本进行编码和研究。研究发现:省级层面的数字经济政策均将数字经济发展任务进行了本土化调整,我国整体上已形成次第分明、优势互补的数字经济发展布局。各地政府在产业布局、数字社会建设以及数字经济基础方面均已做好顶层设计并付诸行动;但仍存在企业数字化转型支撑薄弱、社会服务普惠性不足和数字安全防护措施模糊等问题。基于上述分析,提出针对性的对策建议,助力数字经济高质量发展。

The Report of the 20th National Congress of the Communist Party of China pointed out that:to build a modern socialist country in all respects,we must,first and foremost,promote high-quality development. China’s high-quality economic development is driven by the digital economy.Based on analyzing the China’s policy planning of digital economy at this stage,we can master the current status of China’s digital economy from the overall situation,and clarify the development path and optimization direction. This paper which takes 23 provincial policy plans for the development of digital economy in the 14th five-year as samples uses content analysis method to set an analysis framework based on the perspective of digital economy development tasks,and uses software Nvivo11 to code and study the policy texts.The results show that:the digital economy policies at the provincial level all localize the development tasks of the digital economy,and the overall development layout of the digital economy has been formed with distinct and complementary advantages.Local governments have made top-level designs and put them into action in terms of industrial layout,construction of digital society and foundation of digital economy. However,there are still some problems such as weak support for enterprise digital transformation,insufficient inclusion of social services and vague measures in digital security protection.Based on the above analysis,specific countermeasures and suggestions are put forward to contribute to the high-quality development of digital economy.
