电子政务建设对地区创新水平的影响——来自浙江省县级市的经验证据

Influence of E-Government Construction on Regional Innovation Levels:Empirical Evidence from County-Level Cities in Zhejiang Province

现有文献侧重于评估电子政务建设的政治效应,而电子政务建设与经济社会绩效的研究比较缺乏。有鉴于此,文章基于2011年浙江省永康市电子政务试点改革这一准自然实验,运用合成控制法评估了电子政务对地区创新水平的影响。研究发现:电子政务试点政策对浙江县级市的创新水平有显著促进作用,在试点政策实施之后,永康市的创新水平相较于潜在水平每年平均增长了12.49。文章的研究结论不仅揭示了电子政务建设产生的经济社会效应,也为政府通过电子政务建设来驱动区域创新提供了理论支持与经验证据。

At present,the research on the economic and social effects of e-government construction is relatively scarce,compared with studies on political effects.This study evaluates the effect of e-government on regional innovation level by applying synthetic control method,based on the quasi-natural experiment of the e-government pilot reform in Yongkang City,Zhejiang Province in 2011. The study found that the innovation level of county-level cities in Zhejiang has been significantly promoted by the pilot policy of e-government.Since the implementation of the pilot policy,the innovation level of Yongkang City has increased by an average of 12.49 per year compared to the potential level.The findings reveal the economic and social effects of e-government construction,and provide theoretical support and empirical evidence for the government to drive regional innovation through e-government construction.
