摘要
针对城市精细治理需要数字技术和时空信息支撑的问题,利用地理实体空间语义模型、多尺度空间计算模型、多尺度地址匹配与位置关联等技术,建设智能数字底座以打破数据壁垒。以拥有庞大人口和发达经济的深圳宝安区为例,设计并开发了共建共治共享的智能数字底座,建立了时空基准、地理底板和统一地址服务为政务数据治理提供基础,并构建块数据及其相关系统为数据关联提供容器和方法,有效支撑了多部门信息的精准落图定格、关联责任人,提升了社会精准治理、供需服务精准匹配的水平。
In order to solve the problem that the fine urban governance supported by digital technology and spatio-temporal information, we used the spatial semantic model of geographical entity, multi-scale spatial computing model, multi-scale address matching and location association technology to build smart digital bases, which could break down data barriers. Taking the Bao’an District, Shenzhen City, which had a large population and developed economy, as an example, we designed and developed an intelligent digital base for co-construction, co-governance and sharing, established spatio-temporal benchmarks, geographical baselines and unified address, which could provide the basis for government data governance, and built blocks of data and their related systems to provide containers and methods for data association. This study can effective support the multi-sector information accurate mapping freeze frame and associate with the responsible person, and enhance the level of social precision governance, supply and demand services precision matching.
