摘要
韧性已成为我国新时代城市的新理念,提升城市地下基础设施韧性水平对韧性城市建设具有重要意义。本文明确了韧性的内涵,总结了国内外单体建筑和基础设施系统两个尺度的韧性评价方法。结合我国城市地下基础设施的发展现状,分析其在韧性理念下存在的短板,提出既有和新建城市地下基础设施韧性发展实施路径。对于既有城市地下基础设施,首要任务是评价其功能,建立韧性评价方法;对于新建城市地下基础设施,关键是融合韧性理念的规划和设计,明确恢复路径。最后提出城市地下基础设施韧性发展策略,从设施、管理、文化、经济和智能5个维度提出相应建议:提升既有和新建城市地下基础设施韧性;健全城市地下基础设施应急管理机制,加强主动管理理念;提升全社会人民韧性意识,提高自救互救能力;优化地下空间布局,设立城市地下基础设施应急专项资金;推进城市地下基础设施智能化,辅助管理决策。
Resilience has become the new vision for cities in the new era of China.It is of vital significance for resilient cities to improve the resilience of urban underground infrastructure.This paper describes the concept of resilience and examines the resilience evaluation methods at home and abroad from the two scales of single buildings and infrastructure systems.Based on the development status of urban underground infrastructure in China,this paper puts forward the implementation path of the resilience development of existing and new urban underground infrastructure by analyzing its shortcom-ings.For the existing urban underground infrastructure,the primary task is to evaluate its function and establish a resilience evaluation method.For new urban underground infrastructure,the key is to integrate the concept of resilience in planning and design,and clarify the recovery path.Finally,the strategy of urban underground infrastructure resilience development is put forward from the five dimensions of facility,management,culture,economy and intelligence.The suggestions are as follows:improving the resilience of existing and new urban underground infrastructure,improving the emergency management mechanism of urban underground infrastructure and strengthening the concept of active management,raising people’s awareness of resilience and enhancing the ability self-rescue and mutual rescue,optimizing the layout of urban underground space and establishing special emergency funds for urban underground infrastructure,and promoting the intellectualization of assist management and decision-making.
