收、分、退、转:基于湄潭县宅基地盘活利用的四种方式分析

Recovery,Distribution,Withdraw and Transfer:Four Ways of Homestead Utilization in Meitan County

农村闲置宅基地的有效利用是全面推进乡村振兴的重要条件之一。文章以贵州省湄潭县为例,阐述了湄潭县盘活利用农村闲置宅基地的四种方式:收、分、退、转,并对四种方式进行比较分析。结果表明:四种方式都能促进农村闲置宅基地的有效利用、提高农户的财产性收入和改善农户的居住环境。聚焦“收”,严格落实“一户一宅”;着眼“分”,激活宅基地权能;鼓励“退”,盘活农村闲置宅基地;探索“转”,推动宅基地流转入市。提炼和分析闲置宅基地盘活利用的四种方式,以期为经济落后地区提供经验借鉴,助推我国西部地区乡村振兴。

The effective utilization of rural idle homestead is one of the important conditions for the realization of rural vitalization strategy.Taking Meitan County of Guizhou Province as an example,this paper expounds four ways of revitalizing the use of rural idle homestead:recovery,distribution,withdraw and transfer,and makes a comparative analysis.The results show that the four methods can promote the effective use of rural idle homestead,increase the property income of farmers and improve their living environment.Recovery refers to the implementation of"one household one piece of land for building house";distribution aims to active the rights of homestead;withdrawal is to reinvigorate idle rural homestead and transfer is to put homestead into the market.This paper refines and analyzes the four ways of idle homestead utilization to provide experience for underdeveloped areas and boost the western rural vitalization.
