黄河干流(甘肃段)生态环境应急联防联控机制研究

Research on the emergency prevention and control Mechanism of ecological environment in the Main Stream of the Yellow River (Gansu Section)

建立黄河干流(甘肃段)跨市(州)和跨省(区)流域上下游联防联控机制,是预防和应对跨省流域突发水污染事件,防范重大生态环境风险的有效保障,也是落实习近平视察甘肃讲话精神的重要举措。本文通过对黄河干流(甘肃段)水系和环境应急管理现状进行梳理,掌握了黄河干流(甘肃段)整体的环境风险防控和应急处置能力情况。并在此基础上,从监督预警、污染处置、基础保障等三个方面提出完善黄河干流(甘肃段)联防联控机制对策建议。

The establishment of a joint prevention and control mechanism for the upper and lower reaches of the main stream of the Yellow River(Gansu section)across cities(prefectures)and provinces(districts)is an effective guarantee to prevent and respond to water pollution emergencies across provinces and prevent major ecological and environmental risks.It is also an important measure for President Xi Jinping to inspect the spirit of his speech in Gan-su.By sorting out the current situation of water system and environmental emergency management in the main stream of the Yellow River(Gansu section),this paper has mastered the overall environmental risk prevention and control and emergency treatment capacity of the main stream of the Yellow River(Gansu section).And on this basis,from the three aspects of supervision and early warning,pollution treatment,basic guarantee and so on,put forward countermeasures and suggestions to improve the joint prevention and control mechanism of the Yellow River main stream(Gansu sec-tion).
