从清江时代迈向长江时代--恩施州创建文化大州路径思考

From the Qingjiang Era to the Yangtze Era——Reflections on Enshi’s Establishment of a Cultural Prefecture

有着“巴人故里”之称的恩施州,是共和国最年轻的自治州,有着“绿色恩施州,祖国后花园”的称号。巴楚文化、巴渝文化和独特的土家族苗族民族风情在这片奇山秀水之中汇聚融合,构成了恩施州独特的人文景观和地域文化。近年来,恩施州委、州政府积极践行新发展理念,高度重视文化保护和传承,加大力度开发民族文化资源,发展生态文化旅游产业,更加全面、系统地展示和提升自身的历史文化底蕴,推动民族文化大州创建,让优秀的文化基因成为提升恩施州综合竞争力的重要力量。当前,我国经济已由高速增长阶段转向高质量发展阶段,如何发挥民族文化优势,提升文化综合实力,促进恩施州脱贫攻坚与乡村振兴有效衔接,全面推进乡村振兴和城乡融合发展,实施乡村产业、人才、生态、文化、组织五大振兴,从鄂西生态文化旅游圈融入更加广阔的长江经济带,加强与以武汉为首的长江中游城市群的经济联系与互动,从清江时代迈向更加宏大的长江时代,是未来恩施州发展的重要命题。

Enshi Prefecture,known as the“hometown of Baren”,is the youngest autonomous prefecture in China,and has the title of“green Enshi Prefecture,the backyard of the motherland”.Bachu culture,Bayu culture and unique Tujia and Miao ethnic customs converge in this wonderful mountain and water,forming the unique human landscape and regional culture of Enshi.In recent years,the Enshi Prefecture Party Committee and the prefecture government have actively practiced the new development concept,attached great importance to cultural protection and inheritance,increased efforts to develop national cultural resources,developed the ecological cultural tourism industry,displayed and improved their own historical culture more comprehensively and systematically,promoted the creation of a large ethnic culture state,and made excellent cultural genes an important force to enhance the comprehensive competitiveness of Enshi Prefecture.At present,China’s economy has shifted from a stage of rapid growth to a stage of high-quality development.How to give play to the advantages of national culture,improve the comprehensive cultural strength,promote the effective connection between poverty alleviation and rural revitalization in Enshi Prefecture,comprehensively promote rural revitalization and urban-rural integration development,implement the five major revitalization of rural industry,talent,ecology,culture and organization,and integrate the western Hubei ecological cultural tourism circle into the broader Yangtze River Economic Belt,It is an important proposition for the future development of Enshi Prefecture to strengthen the economic connection and interaction with the urban agglomeration in the middle reaches of the Yangtze River led by Wuhan and move from the Qingjiang era to a more grand Yangtze era.
