警务合成作战分布式动态分权指挥是在警务诸要素合成状态下,以任务为导向,以信息全丰度、全时段同步共享为支撑,在警务作战体系内分散配置各类指挥机构、指挥单元、指挥要素,动态配置指挥权以实现警务资源高效配置的活动,是一种全新的指挥模式。这种模式在指挥内在机理上,以“PREA”循环为战略指挥的宏观机理,以“OODA”循环为战术指挥的微观机理,两者动态转化,构成其内在的运行逻辑,在此机理的内在驱动下,构建出警务合成作战指挥分布式动态势感知机制、分布式动态分权指挥机制、分布式动态分权指挥架构与标准及相应的梯度化法制规范,推动警务合成作战分布式动态分权指挥高效运行。
