党的二十大报告中指出,必须坚持人民至上。坚持人民至上是中国共产党百年奋斗的重要历史经验,蕴含着深刻的唯物史观原理。干群关系关乎人心向背,关乎党和国家的前途命运,是在实现中华民族伟大复兴过程中必须妥善处理好的一对重要的社会关系。基于人民至上的唯物史观阐明密切干群关系的学理基础,剖析干群关系疏远的深层动因,进而构建起密切干群关系的长效机制,确保党的最大政治优势始终得以彰显。

The report to the CPC 20th National Congress pointed out that the people must be put the first. Putting the people first is an important historical experience of the CPC over the past century, which contains profound historical materialism principles. The relationship between officials and the public is related to winning or losing public support and the future of the Party and the country, and it is an important social relationship that must be properly handled in the process of realizing the great rejuvenation of the Chinese nation. Based on the historical materialism of putting the people first, this paper clarifies the theoretical basis for strengthening the ties between officials and the public, analyzes the deep reasons for the alienation of officials and the public, and then constructs a long-term mechanism for strengthening the ties between officials and the public to ensure that the greatest political strength of the Party is always demonstrated.
