数字经济赋能乡村振兴:内在机理与实现路径

Rural Revitalization Enabled by Digital Economy: Internal Mechanism and Realization Path

党的二十大报告提出,要加快推进数字经济发展,促进数字经济和实体经济深度融合。农业是实体经济的重要形态,数字经济向农业农村渗透将产生产业发展、生态优化、文化整合、治理规范和增收致富五大效应,为乡村振兴注入强大动能。数字经济赋能乡村振兴存在乡村数字化转型能力弱、数字基础设施不完善、农民数字化素养偏低、数字化人才匮乏四方面的因素制约,应从加快提升乡村数字经济能级,筑牢乡村振兴产业基础;完善乡村数字基础设施,推动资源要素下乡聚集;培育乡村数字人才,激发乡村内生动力;打造数字经济平台,拓展乡村数字应用场景等方面,持续推动数字经济赋能乡村振兴,促进农业全面升级、农村全面进步、农民全面发展。

In the report of the 20th National Congress of the Communist Party of China it is proposed to accelerate the development of the digital economy and promote the in-depth integration of the digital economy with the real economy. Agriculture is an important form of the real economy. The penetration of digital economy into agriculture and rural areas will produce five such major effects as including industrial development, ecological optimization, cultural integration, governance norms and income growth, all of which could inhale strong momentum into rural revitalization. The digital economy empowering rural revitalization is restricted by four factors:weak rural digital transformation ability, imperfect digital infrastructure, low digital literacy of farmers, and lack of digital talents. We propose the following suggestion: to speed up the upgrading of rural digital economy and build a solid industrial foundation for rural revitalization;to mprove rural digital infrastructure and promote the gathering of resource elements in rural areas;to cultivate rural digital talents and stimulate rural endogenous power;to build a digital economy platform and expand rural digital application scenarios and other aspects so that we can continue to promote the digital economy to enable rural revitalization and promote the comprehensive upgrading of agriculture, rural progress, and farmers’ comprehensive development.
