深圳内涝防治对策与相似特征城市对比分析

Comparative Analysis of Shenzhen Waterlogging Control Measures & Cities with Similar Characteristics

城市内涝防治与城市的区位、气候、自然条件、城市建设等息息相关,从内涝防治的角度分析深圳气候降雨、地形地势、河流水系、城市建设等多个方面的城市特征,选取与深圳有一定相似度的新加坡、中国香港、东京,分别从各城市内涝防治的理念、策略、工程体系布局、系统设计标准、信息化系统建设等方面开展分析对比。结果表明,深圳内涝防治对策与3座城市对比具有殊途同归、形式多样、蓄排并重、建管结合等特征。最后提出制定城市内涝防治对策的启示。

Urban waterlogging prevention& control is closely related to urban location,climate,natural conditions,urban construction,etc.From the perspective of waterlogging prevention & control,it analyzes the urban characteristics of Shenzhen in terms of climate,rainfall,topography,terrain,river system,urban construction & other aspects.Singapore,Hong Kong region and Tokyo,which are similar to Shenzhen,are selected for analysis& comparison from the concept,strategy,engineering system layout,system design standards,information system construction and other aspects of urban waterlogging prevention & control.The results show that Shenzhen’s waterlogging prevention & control measures have the characteristics of the same goal in different ways,diverse forms,equal emphasis on storage & drainage,and combination of construction & management compared with the three cities.Finally,it puts forward the enlightenment of formulating urban waterlogging prevention & control measures.
