Construction and Development of Occupational Classifi cation in China from Historical Perspective

摘要 职业分类是政府宏观人力资源管理的逻辑起点,在整个国家人力资源开发管理中发挥着重要的基准性作用。本研究对我国职业分类工作的历史沿革进行细致梳理,详细介绍了从人口普查、《中华人民共和国工种分类目录》到三版《中华人民共和国职业分类大典》的发展历程。在此基础上,对新版《国家职业分类大典》在人才评价制度改革、人才队伍建设、教育培训开发等方面发挥的作用进行了总结,并提出了加快制定和发布境外职业资格境内活动管理办法、做好国民经济统计中职业类指标设计、精准服务就业创业和人力资源开发工作、建立职业成熟度观测和调查机制、加强职业类基础研究和前瞻研究等未来进一步做好职业分类工作的意见建议。 Occupational classification is the logical starting point of macro human resource management of government, and it plays an important benchmark role in the development and management of human resources in whole country. This study carefully combs the historical evolution of occupational classification in China, and introduces in detail the development process from the census and Work Category Catalog to the third edition of National Occupational Classifi cation. On this basis, this paper summarizes the role of the new edition of National Occupational Classifi cation in the reform of the talent evaluation system, the construction of talent team and the development of education and training, and proposes to accelerate the formulation and release of management measures for domestic activities of overseas occupational qualifi cations, in order to do a good job in the design of occupational indicators in national economic statistics, accurately serve employment, entrepreneurship and human resource development, establish a mechanism for the observation and investigation of occupational maturity, provide opinions and suggestions on strengthening the occupational basic study and prospective study to further well do the work of occupational classifi cation in the future.
