上海新城建设在长三角一体化发展中应成为引领城市带发展的新增长极、区域综合交通体系的枢纽节点、上海大都市圈功能的核心支点。推进新城建设与长三角一体化战略联动,要着眼于在把握大局大势中找准联动的目标和定位,更好地服务国家和区域发展战略;着眼于在因地制宜和分层分类中找准联动的策略和路径,形成差别化的制度和政策供给;着眼于在统筹新城与周边地区利益中找准联动发展的突破口。

Shanghai’s new cities should become new growth poles leading the development of the city belt,hub nodes of the regional comprehensive transportation system,and core pivots of the functions of Shanghai metropolitan area in the integrated development of Yangtze River Delta.To promote the strategic linkage between new cities and the integration of Yangtze River Delta,we should focus on finding the target and positioning of linkage in grasping the overall situation,so as to better serve the national and regional development strategies;focus on finding the strategy and path of linkage in adapting to local conditions and stratification,so as to form a differentiated system and policy supply;focus on finding the breakthrough of linkage development in coordinating the interests of new cities and the surrounding areas.
