福建省集成电路产业链现代化对策研究

Research on the Countermeasures for the Modernization of IC Industry Chain in Fujian

由于起步较晚,福建省集成电路存在产业基础薄弱、产业链协同水平较低、人力资源缺乏、研发投入和技术创新能力不足等问题,同时还面临行业进入壁垒高、供应链“断供”风险等外部制约因素。完善科技创新支撑对策是打好集成电路产业链现代化攻坚战的重要突破口,应当积极构建集成电路产学研深度融合创新机制,加大集成电路科技创新资金支持,加强集成电路人才培养和引进,深化集成电路知识产权保护。

Due to the late starting,the integrated circuit(IC)industry in Fujian Province has many problems,such as weak industrial foundation,low level of industrial chain coordination,lack of human resources,insufficient R&D investment and tech‐nological innovation ability.Meanwhile,it also faces external constraints such as high industry entry barriers and"cut-off"risksof supply chain.To improve the supporting measures of scientific and technological innovation is an important breakthrough for the modernization of IC industry chain.It is necessary to actively construct the innovation mechanism of the deep integration of in‐dustry,university and research of IC,increase the financial support of IC scientific and technological innovation,strengthen the training and introduction of IC talents,and deepen the protection of IC intellectual property rights.
