行政区交界地区趋利型府际协作何以可能?——基于交界地带产业协同发展案例的过程追踪

Why Is It Possible to Pursue Profit-Oriented Intergovernmental Cooperation in the Border Areas of Administrative Regions?Process Tracking Based on the Cases of Industrial Collaborative Development in the Border Areas

通过横向府际协作解决跨域公共事务已经成为当前地方政府治理研究中的热点。现有研究主要关注了在省、市场域下通过协作助推共同发展的治理议题,对微观情境下趋利型府际协作的特征和效用探讨较少。本文在回顾交界地区竞合关系和事实型府际协作研究的基础上,建立分析框架探讨趋利型府际协作的发生逻辑。本文选取了成德眉资同城化发展框架下彭什川芎现代农业产业园的跨域趋利型府际协作案例,对协作过程进行了深描和回顾。微观情境下趋利型府际协作的运作过程呈现嵌套推进而非单一线性特征,具体表现为:协作历史和现有制度形塑的协作愿景受到了议题领域属性的制约,经由政策学习与政治势能嵌入的纵向赋权和协作机制创新的横向增能,最终将实现协作绩效的持续产出和趋利型府际协作的良性运转。本文通过对行政区交界地区横向府际协作案例的回顾,对趋利型府际协作的运作过程进行了检视,探讨了微观情境下行政区交界地区府际协作的可行路径。

Solving cross-domain public affairs through horizontal inter-governmental cooperation has become a hot topic in current local government governance research.Previous studies mainly focused on governance issues that promote common development through cooperation in the provincial and market domains,and few discussed the characteristics and effectiveness of profit-oriented inter-governmental cooperation in the micro context.Based on a review of contests and collaborations in borderlands and studies of factoid collaboration,this paper establishes an analytical framework to explore the logic of profit-oriented inter-governmental collaboration.In this study,a case study of cross-domain and profit-oriented inter-governmental cooperation in Pengzhou-Shifang Chuanxiong Modern Agricultural Industrial Park under the framework of Chengdu-Deyang-Meishan-Ziyang urban integration was selected,and the process of cooperation was described and reviewed deeply.In the micro context,the operation process of profit-oriented inter-governmental cooperation presents a nested advance rather than a single linear feature,which is specifically manifested as:The cooperation vision shaped by the history of cooperation and the existing institutions is restricted by the attribute of the topic field.Through the vertical empowerment embedded in policy learning and political potential energy and the horizontal enhancement of cooperation mechanism innovation,the sustainable output of cooperation performance and the benign operation of profit-oriented inter-governmental cooperation will be achieved eventually.By reviewing the cases of horizontal inter-governmental cooperation in administrative border areas,this study examined the operation process of profit-oriented inter-governmental cooperation,and discussed the feasible path of inter-governmental cooperation in administrative border areas under micro situation.
