摘要
福建省数字水利“一平台”的提出是从顶层推进福建省水利现代化建设的必要举措。为做好省级数字水利顶层设计,考虑到福建省水利信息化现状及面临形势,围绕“一屏看水、一网管水”的目标,提出“六个一”的“一平台”目标建设,探索“一平台”“五统一”总体框架下的“四大体系”,分析资源共享支撑、三级贯通网络、数字赋能应用等架构及其建设内容,同时结合福建省水利信息化省情,提出“一平台”需经过业务系统统一认证、关键信息集中展示,数据资源共享服务、先立后破更新迭代,三级平台分级部署、业务应用数字赋能3个阶段的实施路径,逐步实现福建省数字水利“一盘棋”建设,数字赋能省、市、县三级水利业务和水利政务信息化应用。
The proposal of “one platform” for digital water conservancy in Fujian Province is an essential measure to promote top-down water conservancy modernization. In order to improve the top-level design of provinciallevel digital water conservancy,considering current situation of water conservancy informatization in Fujian,this paper proposes “one platform” development with a “six-one” concept for achieving the goal of water monitoring with one screen and water management with one network. It explores four systems of “one platform” under the overall framework of five unifications,and analyzes the supporting structure of resource sharing,three-level network architecture,digital enabling application architecture and their development contents. Based on the situation of Fujian provincial water conservancy informatization,this paper proposes that the development of “one platform” needs three stages:1) uniformly certified by the business system and centrally displayed key information;2) shared services of data resources,establishment with future updates;3) hierarchical deployment of three-level platforms and digital empowerment of business applications. Then we can gradually realize the province as a whole development goal of digital water conservancy in Fujian Province,and can digitally enable the three-level water conservancy business and government informatization application at the provincial,municipal and county levels.
