基于政策工具理论对西部两地医养结合政策分析

The Policy Analysis of the Combination of Medical and Nursing Care in the Western Area Based on the Policy Tools Theory

目的 了解并分析医养结合政策在新疆和四川的实施现状。方法 对从四川、新疆政府等官方网站检索到的23篇关于“医养结合”的有效政策文件,基于Rothwell和Zegveld的政策工具理论从X维度和Y维度进行频数统计和内容分析,其中X维度包括环境型政策工具、供给型政策工具和需求型政策工具,Y维度包括服务主体、服务对象、服务内容、服务方式和保障措施。结果 新疆纳入分析的医养结合政策编码内容共220条,四川则为378条。X维度中,新疆政策工具中占比最多的为环境型政策工具(45.00%),四川则为供给型政策工具(42.33%)。在Y维度中新疆与四川相同,占比最高的皆为保障措施,新疆为53.63%,四川为64.28%。结论 西部两地区的医养结合产业政策工具均存在结构不均衡问题,政府皆应加大对医养结合市场的拉动作用。

Objective To understand and analyse the implementation status of the policy of combining medical care and nursing care in Xinjiang and Sichuan.Methods Based on Rothwell and Zegveld’s theory of policy tools, frequency statistics and content analysis were carried out from the X and Y dimensions of 23 effective policy documents on the "integration of medical care and elderly care" retrieved from official websites such as Sichuan and Xinjiang governments.The X dimension includes environmental policy tools, supply policy tools and demand policy tools.The Y dimension includes service subject, service object, service content, service method and safeguard measures.ResultsThere were 220 codes of medical and elderly care policies included in the analysis, and 378 in Sichuan province.In the X dimension, the largest proportion of policy tools in Xinjiang were environmental policy tools(45.00 %),while those in Sichuan province were supply-oriented policy tools(42.33 %).In the Y dimension, Xinjiang was the same as Sichuan, with the highest proportion of safeguard measures, Xinjiang was 53.63%,and Sichuan was 64.28%.Conclusion Both two western provinces have the problem of structural imbalance in the policy tools of the combination of medical care and elderly care, and both provinces should increase their role in stimulating the combined medical and elderly care market.
