中国共产党应对1942-1943年中原大旱荒的措施及影响——以《解放日报》相关宣传报道为中心的考察

Measures and Influence for the Communist Party of China to Cope with the Great Drought and Famine in Central China in 1942-1943:An Investigation Centered on the Relevant Reports of Jiefang Daily

在1942-1943年中原大旱荒中,晋冀鲁豫边区部分地区遭受严重灾情。与此同时,晋冀鲁豫和陕甘宁边区是河南灾民逃荒的主要目的地。应对此次灾荒,成为中国共产党的当务之急。在应对这次大旱荒中,中国共产党采取了多种有效措施,包括:及时报道灾情,呼吁紧急救灾;出台救济政策,发布应灾指示;妥善安置灾民,发放急赈物资;开展生产自救,实施以工代赈;评选劳动英雄,宣传典型人物等。通过应对此次大旱荒,中国共产党保障了灾民对生存权力的基本需求,加深了民众对边区“新世界”的认同,也赢得了民众的支持和拥护。

During the 1942-1943 drought in Central Plains,parts of the Shanxi-Hebei-Shandong-Henan border areas suffered serious disasters.At the same time,the Shanxi-Hebei-Shandong-Henan and Shanxi-Gansu-Ningxia border areas were one of the main destinations of the flood victims in Henan.It became an urgent task for the Communist Party of China to deal with the disaster.In response to the drought,the Communist Party of China took a variety of effective measures,including timely reporting the disaster situation and appealing for emergency relief,issuing relief policies and disaster response instructions,properly resettling victims and distributing emergency relief materials,carrying out self-rescue in production and implementing work relief,selecting labor heroes and publicizing typical figures,etc.By coping with the drought and famine,the Communist Party of China ensured the basic survival needs of the victims,deepened the public recognition of the"new world"in the border region,and won the support of the people.
