高校学科建设目标责任制的运行逻辑、管理困境与治理改革 被引量:3

Operation Logic, Management Dilemma and Governance Reform of Target Responsibility System of Discipline Construction in Universities

摘要 目标责任制作为一种将人和工作相结合的现代管理方法,在高校学科建设专项工作中起到了强化目标管理、加强绩效考核、优化结果激励的重要作用。但在管理运行中,仍有部分高校存在条块关系下的互动协调困境和科层运作中的委托代理问题。运用技术治理工具,从“数据—信息—知识”的转换视角揭示新兴技术赋能高校学科建设目标责任制流程再造的实践路径,有效促进新兴技术对管理协调效能的提升;从治理结构、体制机制、伦理文化等综合角度提出治理驱动高校学科建设目标责任制科层运作的转型逻辑,更好地适应新兴技术的执行与发展。通过技术赋能和治理驱动的有机融合,可以加强多元治理主体的协同合作、多元政策工具的复合创新、多元资源载体的有效整合以及技术理性多重维度的有机平衡,进而推动高校学科建设目标责任制实现功能和效益的最大化。 As a modern management method combining people and work, the target responsibility system plays an important role in boosting target management, strengthening performance appraisal and optimizing result incentives in the special work of university discipline construction. However, there are still interaction and coordination difficulties in “Tiao/Kuai” relationship and principal-agent problems in bureaucratic operations inside colleges and universities.With technology governance tools, this paper reveals the practical path of the target responsibility system of discipline construction in colleges and universities enabled by modern emerging technologies from the perspective of “datainformation-knowledge” transformation, so as to effectively promote the improvement of management coordination efficiency with the effort of emerging technologies;from the comprehensive perspective of governance structure,institutional mechanism and ethical culture, this paper puts forward the transformation logic of governance driving the bureaucratic operation of target responsibility system of discipline construction in colleges and universities, so as to effectively adapt to the implementation and development of emerging technologies and promote the modernization of discipline construction governance system and governance capacity. At last, through the integration of technology empowerment and governance driven, it can strengthen the coordination and cooperation of multiple governance entities, the composite innovation of multiple policy tools, the effective integration of multiple resource carriers, and the organic balance of multiple dimensions of technical rationality, and finally realize the maximization of the function and benefit of the target responsibility system of discipline construction in colleges and universities.
