摘要
基于安徽16个地市2012—2019年的面板数据,利用超效率SBM模型对林业生态经济发展效率进行了测度。结果表明:2012—2019年,安徽林业生态经济效率均值为0.988,呈“U”型发展趋势,拐点出现在2014年。不同区域林业生态经济发展效率存在差异,皖南林业生态经济发展效率均值最高,为1.028,其次为皖北,均值为0.988,皖中效率最低,均值为0.930。林业政策投入冗余和期望产出不足是安徽各地市存在效率损失的共性原因,要素投入冗余引致的效率损失在不同区域间存在异质性,其中,皖北和皖南地区效率损失表现为林木数量、林业人力资本和林业物质资本投入不足,皖中地区则主要表现为要素投入过量。并根据导致效率损失原因,从深化林业市场化改革、延伸林业产业链条,实施区域间林业均衡发展等方面提出了提升安徽林业生态经济发展效率的建议。
Based on the panel data of 16 cities in Anhui province from 2012 to 2019,development efficiency of forestry ecological economy was measured with the super efficiency SBM model.The results showed that from 2012 to 2019,the average efficiency of forestry ecological economy in Anhui province was 0.988,showing a u-shaped development trend,and the inflection point appeared around 2014.Differences were obsereved in term ofthe development efficiency of forestry ecological economy betweeen different regions.The average efficiency of forestry ecological economy in southern Anhui was the highest(1.028),followed by northern Anhui(0.988),and the middle Anhui was the lowest(0.930).Forestry policy input redundancy and expected output deficiency are the common reasons for the existing efficiency loss in each city in Anhui province,while the efficiency loss caused by factor input redundancy has heterogeneity among different regions.Among them,the efficiency loss in northern and southern Anhui was manifested as insufficient input of forest quantity and forestry human capital and forestry material capital,while in central Anhui,it was mainly manifested as excessive input of factors.As a result,we puts forward countermeasures and suggestions from three aspects as deepening the market-oriented reform of forestry,extending the forestry industrial chain,and implementing the balanced development of forestry between regions.
