摘要
“985工程”建设的废止与“双一流”建设方案的提出,不仅意味着我国高等教育重点建设开始从身份固化走向契约管理,还标志着我国高等教育治理模式与价值观念开始发生变化。从政策目的、管理机制、资金分配和评价方式四个维度入手对“985工程”建设和“双一流”建设的政策文本进行分析,不仅可以透析“985工程”建设和“双一流”建设的共性特征,而且可以揭示出重点政策调整过程中包括教育价值取向、权力配置模式、资源配置模式、高校评价方式等在内的高等教育治理模式的变迁逻辑。
The repeal of"985 project"construction and the proposal of"double first-class"construction program not only means that the key construction of higher education in our country begins to change from the solidified identity to contract management,but also marks that our higher education’s governance pattern and values have begun to change.Starting from the four dimensions of policy purpose,management mechanism,fund allocation and evaluation method,the analysis of the policy text of"985 Project"and"double first-class"construction can not only analyze the common characteristics of"985 project"and"double first-class"construction.It can also reveal the change logic of higher education governance mode,including educational value orientation,power allocation mode,resource allocation mode,university evaluation mode,etc.,during the adjustment process of key policies.
