社会组织参与社区教育:现实困境、角色功能与提升对策

Social Organization Participating in Community Education:Realistic Dilemma,Role Function and Promotion Countermeasures

摘要 把好社区教育脉搏就是把住了基础社会治理的关键点。社会组织以自身的灵活性、专业性等特征成为提升社区教育质量和推动社区治理创新的突破口。社会组织参与社区教育具有满足新时期社区治理和补充社区教育服务提升内在需求的双重价值,但也面临基层政府认识不足、政策制度保障薄弱、社会组织角色功能定位不清和社区后勤保障功能不佳等方面的现实困境。明确社会组织在社区教育中作为价值引导者、文化供给者、教育指导者和社区服务者的角色功能,有利于从政府、社会组织和社区三个层面有的放矢地提出提升对策。 The report of the 19th CPC National Congress points out that it is necessary to give full play to the role of social organizations in social governance and realize the positive interaction between government governance,social regulation and resident autonomy.To keep a good pulse of community education is to hold the key point of basic social governance.With its own flexibility and professionalism,social organizations have become a breakthrough to improve the quality of community education and promote community governance innovation.The participation of social organizations in community education has the dual values of meeting the internal needs of community governance in the new era and supplementing the internal needs of the promotion of community education services.However,it is also faced with some practical difficulties,such as lack of understanding of grass-roots governments,weak protection of policies and systems,unclear positioning of roles and poor logistics support functions.Therefore,clarifying the role and function of social organizations as value guides,cultural providers,educational guides and community service providers in community education is helpful to put forward targeted promotion countermeasures from the three levels of government,social organizations and communities.
