安全管理体系是船舶安全的有效保障,通过分析水上作业平台特点,对照体系运行要求,结合审核工作实践,梳理出水上作业平台建立运行安全管理体系存在的问题和困难,并提出相关工作建议。

The Safety Management System(SMS) is an effective measure to ensure the safety of ships. This paper probes into the problems and difficulties existing in the establishment and operation of the safety management system for water platforms based on a study of the characteristics of water platforms in view of the operational requirements of the system and the audit practice, and puts forward relevant suggestions.
