国土空间规划中“多规合一”的实用性村庄规划编制与研究——以开化县长虹乡桃源村村庄规划为例

The Formulation and Research of Practical Village Planning of "Multiple Planning in One" in Territorial Space Planning——A Case Study of Taoyuan Village Planning in Changhong Township,Kaihua County

村庄规划作为国土空间规划体系中乡村地区的详细规划,是实现土地利用规划、城乡规划等有机融合的“多规合一”法定规划,是管理村域国土空间开发保护、实施国土空间用途管制、核发乡村建设规划许可的法定依据,文章认真研究规划理念和实施细则,聚焦村庄,规划基本单元,科学全面实现村庄的合理化过程,加强生态建设、地域和空间规划研究,以及总结上述规划背景和村庄规划制约因素,并对规划编制进行分析。

As a detailed planning of rural areas in the national land spatial planning system, village planning is a legal planning of "multiple planning into one", which realizes the organic integration of land use planning, urban and rural planning and so on. It is also the legal basis for the management of the development and protection of village territorial space, the implementation of territorial space use control and the issuance of rural construction planning permission. This paper carefully studies the planning concept and implementation rules, focuses on village, plans basic unit, scientifically and comprehensively realizes the rationalization process of the village, strengthens the ecological construction, regional and spatial planning research, summarizes the above planning background and village planning constraints, and analyzes the planning preparation.
