电信诈骗犯罪危害极大,业已引起国家重视。以借助金融行业完成犯罪的既存电信诈骗犯罪现状剖析为出发点,阐述当前金融行业中电信诈骗犯罪存量以及流通频次等特点;在明晰电信诈骗渗透方式之后,对既存金融渠道进行解构研判,讨论电信诈骗在金融渠道存在的原因依据;在确定电信诈骗依赖金融渠道之后,借助犯罪过程控制的概念,加强犯罪中段管控,净化中间渠道,前移风险控制端口,实现对电信诈骗犯罪的主动治理。

The crime of telecom fraud has caused great harm and has attracted the attention of the state. The paper starts with the analysis of the current situation of Telecom fraud in the financial industry platform, and expounds the characteristics of the current stock and circulation frequency of Telecom fraud crimes in the financial industry platform;After clarifying the penetration mode of Telecom fraud, the existing financial channel platform is deconstructed, and the reasons for the existence of Telecom fraud in the financial channel platform are discussed;The concept of criminal process control should be introduced based on confirming the reasons for the existence of Telecom fraud on the financial channel platform. It’s believed that to get this crime better control, the state should strengthen the control of the middle stage of crime, purify the intermediate channel, and move forward the risk control, realize the active governance of the crime of telecom fraud.
