革命老区乡村产业振兴的资源情境与行动逻辑——以江西瑞金红色产业发展为例

Resource Situation and Action Logic of Rural Industry Revitalization in Old Revolutionary Base Areas:A Case Study of Ruijin Red Industry Development in Jiangxi Province

本文基于资源行动观,以革命老区江西瑞金红色产业为例,依据“资源情境—行动—结果”的分析框架,探讨革命老区地方政府在资源情境约束下,发展乡村产业的行为逻辑。研究发现:(1)政府行动目标及采取的行动策略受资源情境约束,即在不同的产业发展阶段,资源情境不同,地方政府资源行动也不同。(2)随着乡村产业从形成、发展到产业集聚,再到数字化转型各时序阶段演进,资源情境分别创造偶发机会、制度机会、战略机会和技术机会等,通过产业发展信念中介变量影响资源行动,使其行动策略呈现资源依赖、资源拼凑、资源编排、资源协奏的演变。(3)地方政府突破资源情境约束,促进产业发展的行动逻辑为:一是干预产业发展的边界因产业发展阶段而异,产业形成阶段以政府主导为主,产业发展阶段政府主导地位需弱化,产业集聚阶段以政府引导市场为主,产业转型阶段政府与市场双轮驱动;二是政府可基于产业发展阶段确定资源情境的创建重点,以获得更多的发展机会;三是及时准确地捕捉机会窗口,不断增强产业发展信念,并实施相应的行动策略。本研究探究地方政府促进乡村优特色产业发展行为背后的逻辑,丰富了政府与市场在产业发展中的责任与边界研究,对乡村产业振兴具有实际指导价值。

The development of rural industry is the basis and key to promote the overall revitalization of rural areas and achieve common prosperity.To cultivate and expand rural industries,we must highlight the distinctive advantages.The best way to achieve rapid development,poverty eradication and income convergence is to develop industries according to comparative advantages.Red resource is the comparative advantage of rural industry development in old revolutionary base areas.Through practical investigation,it is found that the development of red industry in many old revolutionary base areas is faced with such realistic difficulties as the outflow of labor force and the hollowing out of villages.However,there are also many old revolutionary base areas where the red industry has developed and grown.It has not only formed industrial clusters,but also become an important support to drive farmers to increase income and become rich,and has developed into a truly “excellent characteristic industry”.The red industry not only has the economic characteristics of the general industry,but also has a unique function of red gene inheritance and education.Compared with the development of the general industry,the government intervenes more.Behind the differences in the development of red industry,there must be a corresponding government behavior logic.Based on the concept of resource action,taking the development of Ruijin red industry in the old revolutionary base area of Jiangxi as an example,and according to the analytical framework of “resource situation-resource action-action result”,this paper discusses the behavioral logic of the local government in the old revolutionary base area to develop rural industries under the constraint of resource situation.The research finds that:(1) The government’s action goals and action strategies are constrained by the resource context,that is,in different industrial development stages,the resource context is different,the local government’s action goals are different,and the action strategies they take are also different.(2) With the evolution of rural industries from formation and development to industrial agglomeration,and then to digital transformation,the resource situation creates occasional opportunities,institutional opportunities,strategic opportunities,and technological opportunities respectively.Through the intermediary variables of industry development beliefs,the resource situation affects resource actions,making its action strategies present the evolution of resource dependence,resource patching,resource arrangement,and resource coordination.(3) The action logic of local governments to break through the constraints of resource situation and promote industrial development is as follows.First,the boundary of intervening in industrial development should be different according to the stage of industrial development.The initial stage of the industry is dominated by the government,the stage of the industrial cluster is dominated by the government guiding the market,and the stage of industrial transformation is driven by both the government and the market.Second,the government should determine the creation focus of the resource situation based on the industrial development stage to obtain more development opportunities.The third is that capture the opportunity window timely and accurately,enhance the belief in industrial development constantly,and implement corresponding action strategies.The theoretical contribution of this study lies in proposing the boundary of government intervention in industrial development and deepening the research on the relationship between government and market in industrial development.Based on the concept of resource action,this paper studies the action logic of the government in the development of rural industries,and expands the research on resource based theory.Put forward that the belief of government industry development is the intermediary variable of resource situation affecting government resource action,and explore the internal logic of resource situation affecting government action.This study provides policy suggestions for the old revolutionary base areas to develop excellent characteristic industries based on the comparative advantage of red resources,provides a rational explanation for the differences in the development of rural red industries,and has practical guiding value for the revitalization of rural industries.
