乡村治理视角下福建新乡贤统战工作思考

新乡贤在城镇化进程中逐渐成为乡村振兴中一支重要力量,是新时代基层统战的重要对象。当前新乡贤统战工作存在诸多困境,包括人才分散导致聚合力不足,运行松散导致作用力不佳,视野局限造成组织力欠缺,存在断层导致阶梯性不强,动机差异导致参与度不高等问题。新时代乡村振兴应探索乡村治理良性互动作为切入口,从选贤、引贤、用贤、留贤、倡贤角度有计划地开展新乡贤统战工作,在大统战工作格局下探索形成新乡贤统战参与基层乡村治理、服务乡村振兴的长效机制。通过公益性、文化性乡村治理行动,发挥公益活动潜移默化的教育、感召功能,注意工作艺术和工作方法;特别关注女性代表人士和青年人士的统战工作,依托福建在海峡两岸关系的特殊位置,积极打造独具特色的福建样本。

The key to rural revitalization lies in people and efforts. In the process of urbanization, new rural sages have gradually become an irreplaceable force in rural revitalization and are important objects of primary level united front in the new era. At present, there are many difficulties for new rural sages United Front talents, including insufficient cohesion due to dispersed talents, poor force due to loose operation, lack of organization due to limited vision, weak ladder due to faults, and low participation due to differences in motivation. In the new era, “rule by virtue” should be innovated as the starting point, and the United front work should be carried out in a planned way from the perspectives of selecting, introducing, employing, retaining and advocating talents, so as to explore the formation of a long-term mechanism for new united front talents to participate in grassroots rural governance and serve rural revitalization under the framework of the great United Front work. Through the public welfare and cultural “rule by virtue” action, the education and inspiration function of public welfare activities become imperceptible, pay attention to superb work art and working methods;Special attention will be paid to the United front work of female representatives and young people, and create a unique Fujian sample based on its special position in cross-Straits relations.
