大都市郊区农业多功能性评价与潜力转化分析——以北京昌平区和密云区为例

Multi-Functional Evaluation and Potential Transformation Analysis of Agriculture in Metropolis Suburbs:A Case Study of Changping and Miyun District of Beijing City

基于大都市郊区农业的生产经济、生态环境、文化休闲、社会与就业保障四大功能界定,分别从规模、效益、强度三个内涵属性方面各选取多项指标,构建了大都市郊区农业多功能性评价指标体系,并以北京市近郊昌平区、远郊密云区为例,对其2010—2019年来农业多功能性发展进行了对比评价与潜力转化分析。近年来昌平区和密云区的农业多功能综合水平整体有所提升,农业绿色生产经济功能呈逐渐弱化态势,生态环境、文化休闲、社会与就业保障功能则不断上升。昌平区、密云区的农业多功能性潜力转化也呈现出阶段性差异和功能结构异质性特征。昌平区、密云区多功能农业的发展应因地制宜,采取多主体、多时空、多属性的多维发展策略,应对不同区域绿色发展下的市场需求与生态保护战略要求,强化不同功能属性,提升总体功能价值。

Based on the definition of the four functions of production economy,ecological environment,cultural leisure,social and employment security of the suburban agriculture of the metropolis,this paper selects several indicators from the three connotative attributes of scale,benefit and intensity,and constructs the urban-suburban agricultural industry.Based on the functional evaluation index system,by taking Changping District in the suburbs of Beijing and Miyun District in the outer suburbs as examples,the comparative evaluation and potential transformation analysis of the development of agricultural multi-functionality from 2010 to 2019 were carried out.In recent years,the comprehensive level of agricultural multi-functionality in Changping District and Miyun District has improved as a whole.The economic function of agricultural green production has gradually weakened,and the ecological environment,cultural leisure,social and employment security functions have continued to rise.The transformation of agricultural multifunctionality potential in Changping and Miyun districts also showed stage differences and functional structure heterogeneity.The development of multi-functional agriculture in Changping District and Miyun District should adapt to local conditions,adopt a multidimensional development strategy of multi-subject,multi-temporal and multi-attribute,respond to market demand and ecological protection strategy requirements under the green development of different regions,strengthen different functional attributes,and improve overall functions value.
