国土空间规划背景下农村土地规划策略研究

对特定区域内国土空间开发保护,进行时间与空间上的科学安排,称之为国土空间规划,其主要包含总体规划、专项规划与详细规划。作为空间发展的统筹指导,可持续发展计划的空间蓝图,国土空间规划是各类开发保护建设活动的基本依据。在新时代发展背景下,要想实现对农村土地的科学规划,依托国土空间规划体系,充分凸显主体功能规划,在实现“多规合一”规划基础上,实现土地资源的优化配置,以此助推社会的现代化发展。该文在分析国土空间内涵基础上,对优化农村土地规划意义、原则及不足,进行浅层分析,旨在为农村土地规划的进一步优化提供新思想,以此持续拔高农村土地规划的科学性与系统性。

The development and protection of land and space in a specific area is scientifically arranged in time and space,called territorial space planning,which mainly includes overall planning,special planning and detailed planning.As the overall guidance of spatial development,the spatial blueprint of sustainable development plan and land space planning are the basic basis for all kinds of development,protection and construction activities.In the context of the development of the new era,in order to realize the scientific planning of rural land,rely on the land space planning system,fully highlight the main function planning,and realize the optimal allocation of land resources on the basis of"multi-planning in one"planning,so as to promote the modernization of society.Based on the analysis of the connotation of land space,this paper makes a shallow analysis on the significance,principles and shortcomings of optimizing rural land planning,in order to provide new ideas for the further optimization of rural land planning and continuously improve the scientific and systematic nature of rural land planning.
