乡村振兴战略的政策演进及其启示

作为党的“三农”政策的延续、发展和升华,乡村振兴战略自被提出后至今,经历了一个战略化、纲领化、实操化、法制化的动态发展过程。这个过程具有3个特点,即政策的出台非常密集,特意“留白”;政策的内容日益丰富,认识逐步深化;政策的发展凝聚着习近平总书记的大量心血。从中可以得到4点启示,一是必须抓稳乡村振兴为农民这个定盘星,二是必须抓牢乡村振兴旺产业这个牛鼻子,三是必须抓住乡村振兴靠人才这个发动机,四是必须抓好乡村振兴要实干这个关键点。

As the continuation,development and sublimation of the Party’s"agriculture,farmers,and rural areas"policy,since the rural revitalization strategy was put forward,China has experienced a dynamic development process of strategic,programmatic,practical and legal.This process has three characteristics,that is,the introduction of policies is very intensive and deliberately"left blank";the content of the policy is increasingly rich and the understanding is gradually deepened.From this,we can get four inspirations,first,we must grasp the fixed star of rural revitalization as farmers;second,we must grasp the"bull nose"of rural revitalization and flourishing industry;third,we must grasp the engine of rural revitalization relying on talents;and fourth,we must grasp the key point of rural revitalization.
