基于突发公共卫生事件的信息系统应急能力提升建设

Construction of Information System Emergency Response Capability Based on Public Health Emergencies

目的探讨一种针对突发公共卫生事件的医院信息系统建设提升方案,以完善更加灵活、高效和稳定的系统需求。方法依据院内实际建设过程,从人员组织、网络改造、平台构建、数据中心完善等多方面出发分析设计,对应急信息系统提出科学化、合理化提升改造路线,提出一套有效的信息系统、网络规划与数据分析建设方案。结果此方案在HIS、操作方面有着显著优势,可显著缩短医嘱审核、打开“手术护理记录”表单和新建“健康教育评估”表单用时(P<0.05);并在发热门诊应用、接口故障处理等方面有着卓越表现,且差异有统计学意义(P<0.05)。结论该信息系统建设提升方案能够有效应对突发公共卫生事件引发的相关问题,有着较大的推广应用价值。

Objective To meet the needs of more flexible,efficient and stable system,to discuss a plan to improve the construction of hospital information system for public health emergencies.Methods According to the actual construction process in the hospital,the emergency information system was analyzed and designed from the aspects of personnel organization,network transformation,platform construction,data center improvement and so on.A scientific and rational upgrading and transformation route was proposed and put forward a set of effective information system,network planning and data analysis construction scheme.Results This scheme had significant advantages in HIS and operation,which could significantly shorten the time that required to review medical orders,open the form of“surgical nursing record”and create the form of“health education evaluation”(P<0.05).In addition,it had excellent performance in fever outpatient application and interface fault handling,and the difference was statistically significant(P<0.05).Conclusion The information system construction and improvement plan can effectively deal with the related problems caused by public health emergencies,and has great significance in popularization and application.
