大学生网络空间言论失范,是指大学生在网络空间言论的价值引领与规范体系的模糊、淡化或阙如,造成其在网络空间的言论违背了道德准则、校规校纪甚至法律法规的现象。其形成原因主要是:大学生在网络空间缺乏规则意识,高校对大学生网络空间言论失范的预防和引导有待加强,有关法规制度不健全,网络技术的专业性带来的网络空间表达环境的复杂性。要有效治理这一现象,就要发挥高校学生工作部门指导下的各类学生组织的积极作用,同时注重激发大学生积极参与治理实践,健全法律法规制度保障,并以高校网络服务部门及大学生网络自组织支持下的网络技术为保障,这四个层面统一构成大学生网络空间言论失范的治理机制。

The anomie of college students'cyberspace speech refers to the blurring,dilution or absence of the leading value and normative system of college students'speech in cyberspace,which causes their speech in cyberspace to violate the moral code,school rules and even laws and regulations.The main reasons are the lack of awareness of rules among college students in cyberspace,the inadequacy of relevant regulations and systems,the complexity of the expression environment in cyberspace brought by the professionalism of network technology and that the prevention and guidance of colleges and universities on the anomie of college students'cyberspace speech need to be strengthened.To effectively manage this phenomenon,it is necessary to give full play to the positive role of various student organizations under the guidance of the college students work department,focus on stimulating college students to actively participate in governance practice,improve the legal and institutional guarantees,and take the network technology supported by the college network service department and college students'network self-organization as the guarantee.Measures in the four aspects constitute a unified governance mechanism for the anomie of college students'cyberspace speech.
