基于五维模型的城市社区突发事件应急能力评价及提升——以青岛市X社区为例

Construction of Five-dimensional Emergency Capability Model:Evaluation and Improvement of Urban Community Emergency Response Capacity——A Case Study on X Community in Qingdao

城市社区作为社会治理的基本单元,是城市居民生活的主要场所,是各类突发事件联防联控的第一线,是国家应急管理的神经末梢,城市社区应急能力的提升对城市治理和社会发展具有十分重要的意义。本文尝试构建城市社区应急能力五维模型,并运用该模型对青岛市X社区突发事件应急能力进行案例调研和案例深描,并运用层次分析法、问卷调查法对城市社区突发事件应急能力进行整体评价,根据评价结果,发现城市社区应急心理救援能力薄弱、监测预警不完善、基础保障不足、社会动员缺乏积极性等问题,并尝试提出有针对性的对策建议。

As the smallest unit of social governance, urban communities are the main places for urban residents to live, and they are also the front line of joint prevention and control of various emergencies.It is very important to promote urban governance and social development. This paper attempts to build a Five-dimensional Model of urban community emergency response capacity, and use this model to conduct case investigation and case depth description of the emergency response capacity of X community in Qingdao. The overall evaluation of the emergency response capacity of X community in Qingdao is carried out by using analytic hierarchy process and questionnaire survey. According to the evaluation results, it is found that there is some issues such as the emergency psychological rescue capacity of urban community is weak, the monitoring and early warning is imperfect, and the basic guarantee is insufficient,lack of enthusiasm in social mobilization, and try to put forward targeted countermeasures and suggestions.
