突发公共卫生事件下公立医院应急管理发展策略研究

Research on Development Strategy of Public Hospital Emergency Management Under Public Health Emergencies

突发公共卫生事件影响范围和危害性的不断加大,对医疗服务体系建设提出了更高要求。公立医院作为重大公共卫生事件救治与防控的主力军,其管理质量对公共卫生事件防治效果至关重要。本文利用《中国卫生健康统计年鉴》历年数据,分析我国公立医院的规模、服务能力、经济运行情况和在应对重大传染病疫情这类突发公共卫生事件中存在的主要问题,提出完善医疗资源布局、加强分级诊疗制度建设、完善基层医疗机构运行机制、加强卫生应急管理培训体系建设的四大发展策略,以期为各级卫生行政部门和公立医院后续重大传染病疫情处置及突发公共卫生事件应急管理提供有效借鉴。

With the continuous expansion of the impact scope and harm of public health emergencies,higher requirements have been put forward for the construction of medical service system.Public hospitals are the main force in the treatment and prevention of public health emergencies,and the quality of their management is crucial to the prevention and control of Public health emergencies.Based on the data of China hygiene and China health statistical yearbook,this paper analyzed the scale,service capacity,economic operation of public hospitals in China and the main problems in dealing with public health emergencies such as major infectious diseases.Put forward to perfect the medical resource distribution,strengthening the construction of the grading system,to improve the operating mechanism of primary medical service systems,the strengthening of health emergency management training system of the construction of the four big development strategy,in order to the health administrative departments at all levels and subsequent major public hospital the disposal of infectious disease and public health emergencies emergency management to provide effective reference.
