杭州市《“农村污水零直排村”创建技术导则》简析

Discussion on the Technical Guideline for“Rural Sewage Zero Direct Discharge Village”Construction in Hangzhou City

2021年4月杭州市三部门联合颁布了《“农村污水零直排村”创建技术导则》(以下简称《导则》)。简要介绍了《导则》的目的、编制依据、主要内容和实施情况。《导则》引导农村污水处理遵循污水全收集、雨污全分流、处理全达标、资源全利用、监管全智慧的基本原则,通过技术创新研究、整体规划、规范设计施工和标准化运维,因地制宜地开展“农村污水零直排村”的示范建设和评价,成为农村污水治理探索高质量发展可借鉴的一条创新路径。

Hangzhou three departments jointly issued the Technical Guideline for“Rural Sewage Zero Direct Discharge Village”Construction(hereinafter referred to as the guidelines)in April,2021.This paper briefly introduces the purpose,significance,compilation basis,main contents and implementation of the guidelines.According to the guidelines,the following basic principles should be emphasized in rural sewage treatment:collection of all sewages,absolute separation of rain and sewage,various effluents meeting standards,full utilization of reusable resources,and full of wisdom for supervision.Through technological innovation research,overall planning,normalized design and construction,and standardized operation and maintenance,and the construction and evaluation of“rural sewage zero direct discharge village”in accordance with local conditions,an innovative path might be achieved for high-quality development of rural sewage treatment.
